Rape jokes are fun, right?

Neighbour's somewhat odd daughter managed to scare the bejeezus out of my daughter's friend today. She grabbed her and shouted 'Let's rape her!' Little friend came running here crying, terrified. She may be a little sensitive, and not all used to physical playing. But so what! She got so scared she began to cry.
I rang neighbour and told what had happened. Neighbour did nothing but send her girl over to apologise. I asked said girl why the hell she was making rape jokes for. She answered, and this is a direct quote, 'I have a sense of humour'
She also tried to discard the matter with that she had tried to ring and apologise immediately after daughter's friend had run off. Obviously, apologising via mobile after making bad jokes and scarying someone to tears makes it alright. And obviously, rape jokes are something really funny and nothing at all to be upset about.
Neighbour's girl does not in any way or fashion understand the wrongness of making rape jokes. I'm afraid that she doesn't understand the concept of rape either.
I'm gonna sit over here, being humourless, and steam for a bit.
